Yes, that is essentially what they are. Some had a handle at one end like a nut driver, some were double-ended. They are used for adjusting trimmers with a hex head during alignment. Several radios used these, but especially Phiilco during the early 30s through 1942.
It is possible to fabricate a homemade one by heating the end of a piece of approx. 1/4" plastic tubing and pressing it over a hex screw head and allowing it to cool. But they only last a limited period of time, especially when the screw is hard to turn. That is what I have always used in the past, but am looking to buy an original one which will be more durable.
