CAN ANYONE TELL ME HOW TO REWIRE THE ELECTROLYTIC CAPS FOR A RCA RADIOLA? I HAVE THE MANUAL FOR THE RADIO, STILL DON'T KNOW TO PLACE THE +AND - OF THE CAPS.

There are several kinds of caps. You want to be concerned with the Electrolytic and paper caps. leave in round discs alone(MICA)
Only the electrolytic need + & _ to be concerned with, for the most part, not counting 'foil' caps (negative indicated foil shielding)
There are several threads here already dealing with this in detail. Lets use one of those for pre-req reading for you.

There are two cardinal rules to help determine polarity:

In a conventional transformer set:
The most positive point is the cathode of the rectifier.
The most negative point is the center tap of the HV winding.

The Caps Lock key is a toggle. Push it again and you will exit WW2 US Navy text mode.
