You could try contacting an area radio/tv collector club and asking for a repairman recommendation. Here's a list of clubs:
http://www.antiqueradio.com/clublist.htmlUnless you find someone who works for 50 cents an hour, the cost of restoration might exceed the resale value. Fully restoring a 1940s TV takes a lot of time. The size and weight of "combo" sets like that also limits your market to local buyers, and not everyone has room for such a big item.
