I picked up a Philco 296 and this speaker was in it. There is a small sticker that says INCA (ripped)-ion Fort Wayne Ind. Is this speaker the right one for this set and has it been reconed?

It may have been reconed. The center spider is correct for the early thirties and the speaker is from that era. The friction-taped wire connections don't look factory.

The output transformer obviously isn't original, which would explain the friction taped connections.
Some speakers did have that unusual tan color speaker cone back in those days, so there is always the possibility the cone is original. The frame of the speaker looks like certain speakers that were used by Philco.
