with over a 1000 feedbacks, seller has perhaps learned that flowery prose and lots of redundant pictures sometimes results in sales......
for sellers, the great thing about E-Bay is that there is little to be lost by this kind of nonsense---and you can sometimes find a sucker that will make it all pay off.

You have to contact him first. He won't sell to unknown bidders. So the naive, nutso gets the spiel about how since there are no bids, he will take a substantially less offer. Probably off ebay, with no refund possible. But hey, they will work in any place of the world!!!
