It's actually a component of a GM console - a chairside control/ashtray. It seems like you always see these sold separate from the radio.

I have one.... I'm pretty sure it is a remote tuner that can be made to work with any console.

Hard to find them with the long cable in usable condition.

The one pictured with the bronzing messed up is probably worth next to nothing.
