If your tube tester has the correct sockets, there's probably a way to determine settings and expected good/bad readings. Apparently you know WE tubes tend to command high prices. Bidders on pricey tubes tend to be quite picky and will place their hopes and expectations on you. The blue light inside the tube might not mean anything, but it depends on what type of tube it is. There are many unanswered questions here. The most accurate wording for your test would be filament continuity with an ohms reading. Period. Be prepared for a return.
