Used it for the first time and printed off the labels to drop off to the courier.

Havent seen a charge to my PayPal account for the shipping cost: does Ebay get the money back from me via my fees?

For me, the USPS is always instant billed. I did use FedEx once this year, and that one was added to my monthly invoice from ebay.
You should be able to go into your ebay account and look at current billed charges.
