Look at pictures, sockets are included.

Whoever assembled it did not use sockets.

Sockets are another place where poor connections can happen. If I were building one I would probably not use the sockets

Why are the IC chip numbers missing? How would the builder know which chip goes where? If this was a pre installed chip circuit board, why the inclusion of chip sockets?

The IC numbers are probably there, just too faint to show up in the picture. Sometimes the numbers are hard to see when viewed form certain angles.

It was probably built from a kit. I think that the people who resold them already built got them as a kit. The builder just kept the unused sockets and passed them along. Who knows when you might need one for something else.

Most of the through-hole component leads do not appear to be soldered? Not enough heat to allow
the solder to flow?
