I am especially intrigued by no. 3.

No. 1 and 2 are the same tube.

The photo at the top certainly looks like a strobe tube, which flashes brightly when discharged.

The one at the bottom is a thermal time delay relay which closes or opens after a specific time.

As Mr Detrola says. The Grass type PST2100 is likely a Xenon flash tube. Grass made equipment like EEG machines (electroencephalograph). The flash tube was probably installed in a photostimulation accessory. You could for example stimulate certain patients who suffer from epilepsy seizures etc. The reactions would be recorded for evaluation.
