I was looking though some 78's I got... I found one of Peter cottontail by Gene Autry. I noticed the leading edge was crumbled in spots , and it looks like there is a cardboard substrate in the center of the record...I have never seen this before , unless this was considered a children's record and made cheaper?

I know the red label Columbia 78's in the 40's (which is probably the label of your Autry record) had a cardboard base or substrate as you say and just a thin layer of shellac on each side. As a result, they won't crack all the way through but it's common for them to develop a lot of fine cracks because of how thin the shellac layers are.

If it's a 10" or 12" record, chips on the edge may be from playing it on an old style changer where the mechanism was on the outside rather than in the spindle.
