I have had this very nice hard to come by philco 16b shouldered tombstone sitting in storage for a while now I feeling like getting her back into some daylight and do a restore on it. Looks like it was stripped at some point of all its finish and then given a very light coat of dull looking shellac or something, any way the wood on this radio is outstanding and should refinish very well and look outstanding when completed. I will go over the entire chassis including getting rid of the rust and do a nice paint job on it. This is one of best sounding radios from what I have read and I have two other 16b,s but not this model and they sound great, cant wait to get this one finished and displayed.

Your 16B has been finished with semi-gloss polyurethane. It certainly looks odd. If it were mine and I was anxious to finish the project, I'd try giving it another top coat of polyurethane but gloss, not semi-gloss. Two coats of the gloss stuff from a rattle can should do nicely. However, it isn't original and that bothers some collectors.

You can also remove the semi-gloss fairly easily with acetone; this would be the preferred method in correcting a wrong finish. Doing this will allow you to do a correct finish.

Keep in mind that there are no "radio police" who conduct raids your collection and take samples of the finishes. If it looks nice consider keeping the semi-gloss and final coating it with gloss poly. It's not an especially rare radio so don't loose sleep over in incorrect finish.

Here's a few pics of the chassis, I really thinking about getting a new dial , this one has turned dark red and the pilot lamp really isn't bright enough to lite up the numbers on the dial. radio daze has them for around $25. The rust is gone, I bead blasted the chassis and sprayed on some good primer then painted silver in lacquer.
